  1. Mushroom the end of the large plastic tube with a lighter and use a dab of super glue. This will prevent it from spinning.

  1. No, as long as you push the tube onto the graduated pin tighltly enough, there will be no problem with the tube spinning. If the outer tube spins on the liner tube, use a dab of super glue on the liner tube as you slide the outer tube onto it.
